HUD stipulates that each grantee of CDBG funds adhere to a policy that allows citizens affected by projects funded with CDBG dollars the opportunity to express concern, if any, regarding proposed activities. Cobb County has taken specific actions to provide for, and to encourage, increased participation in its housing and community development programs, particularly by low to moderate income persons.

2011-2015 Consolidated Plan Executive SummaryView Document
The Consolidated Plan or Strategic Plan Executive Summary provides information on how Cobb County plans to address important housing and community development needs of its low and moderate income residents during the five year period. This Plan describes the priorities the County will emphasize when using federal grant programs funded through HUD. It describes the mission of the CDBG Program Office and the Strategic Consolidated Plan Goals for the five year period.

Consolidated Annual Performance and Evaluation Review [CAPER]
This document provides HUD and the residents of Cobb County an opportunity to evaluate Cobb County’s overall progress in carrying out priorities and specific objectives identified in the Consolidated Plan and Action Plan and describes actions or changes contemplated in the County’s programs. It includes both an summary of accomplishments and an assessment of progress towards the vision established by the County, utilizing CDBG, HOME, ADDI, and ESG programs.

Annual Action Plan
This document is submitted to HUD as a prerequisite to receiving funds from CDBG, HOME, ADDI, and ESG Programs and emphasizes Cobb County priorities when using these federal grant dollars. The Action Plan for the upcoming grant year is submitted each year to HUD by November 15 and will provide direction for program activities funded during the next year. The plan is developed and administered by the Cobb County CDBG Program Office under the approval and direction of the County Manager and Cobb County Board of Commissioners.
